ELIGIBILITY

The Political Science Department organises admission procedures for the following specializations in Political Science:

Ştiinţe Politice (in Romanian)

Places financed from the state budget for education: 90

Places where the candidates must pay tuition to attend: 135

Political Sciences in English

Places financed from the state budget for education: 55

Places where the candidates must pay tuition to attend: 82

Sciences politiques en français

Places financed from the state budget for education: 30

Places where the candidates must pay tuition to attend: 45

The contest for admission to the B.A. cycle in political science (for either language section) is open to citizens of the Member States of the European Union and to citizens of the European Economic Area and the Confederation of Switzerland, holding a Baccalaureate diploma (or its equivalent), as recognized by the Romanian education system.

REMARK: For more information on the procedure for recognizing the pre-university diplomas released by education institutions from abroad, please contact The National Centre for the Recognition and Equivalence of Diplomas Granted Abroad (CNRED) within the Romanian Ministry for Education, Research, Youth and Sports.

The places financed from the state budget for education are open only to those candidates who hold a Baccalaureate diploma (or its equivalent), who did not already follow (and who do not currently attend) a university B.A. cycle financed from the state budget for education within a public education institution. Thus, students can be exempt from paying tuition for a maximum of three years within all (NOT each) of the B.A. programs sponsored by the Romanian state budget, depending on their academic ranking with respect to their peers.

Upon registration of their application, the candidates are to fill in a list of multiple options for the three sections of the Faculty of Political Science (Ştiinţe Politice în limba română, Political Sciences in English, Sciences politiques en français), in order of their preference. The candidates will list, in the order of their preference, the available options: Științe Politice – buget; Political Sciences in English – financed from the state budget; Sciences politiques en français – financed from the state budget; Științe Politice – cu taxă; Political Sciences in English – subject to the payment of the tuition fee; Sciences politiques en français – subject to the payment of a tuition fee.

The back-up options are considered depending on the availability of places after analysing the main option of each candidate. Candidates are admitted based on the evaluation of their back-up options only based on the hierarchy of options expressed by the candidate and in the decreasing order of their grades (after analysing the first option, the second option is analysed, then the third, etc., depending on the availability of places).

REMARK: For those candidates who are admitted to the Political Science sections taught in English or in French based on their back-up options, the Faculty of Political Science organizes special courses for linguistic preparation in the first semester of their first academic year.


THE SELECTION PROCESS

The Political Science in Romanian Section (secția Științe Politice)

The candidates are selected in the decreasing order of their high school results.

Each candidate’s ranking is determined by the average grade of the four years of study.

The candidates who have demonstrated excellence in the national or international competitions (ranking 1st, 2nd or 3rd in the national phase of these competitions, also known as “Olympics”) in the fields of Romanian language and literature, foreign languages and literatures, Philosophy, History, or Geography, can request to be automatically granted a place financed by the state budget, in the Romanian language section, without undergoing the selection process (upon condition that they be eligible for the places in question). In order to gain admittance to either of the foreign language sections, these candidates must additionally supply proof of their corresponding linguistic competence (as demonstrated by their grades during high school or by an international certificate).

REMARK:

The criteria to be used in the selection of candidates in case of a tie (i.e., equal average grades) are the following:

a) The average grade obtained in the Baccalaureate exam

b) The average high school grade for History

REMARK:

If the average grade of the last candidate admitted for a place financed from the state budget is smaller than the average obtained by the candidate in our example and such places are still available, a separate list will be drawn. Otherwise, if all the places financed from the state budget have already been filled, the candidate will be registered on the list of candidates admitted on condition of paying a tuition fee, according to the preferences initially expressed.

The Political Sciences in English Section

The candidates are selected according to the average between the general results obtained in high school (A) and their degree of proficiency in the English language (B).

The candidates who have demonstrated excellence in the national or international competitions (ranking 1st, 2nd or 3rd in the national phase of these competitions, also known as “Olympics”) in the fields of Romanian language and literature, foreign languages and literatures, Philosophy, History, or Geography, can request to be automatically granted a place financed by the state budget, in the Romanian language section, without undergoing the selection process (upon condition that they be eligible for the places in question). In order to gain admittance to either of the foreign language sections, these candidates must additionally supply proof of their corresponding linguistic competence (as demonstrated by their grades during high school or by an international certificate).

A. The results obtained during high school are quantified by computing the average grade of the four years of study.

REMARK: The results obtained by the pupils who attended high school in a Member State of the European Union, of the European Economic Area or of the Confederation of Switzerland will be converted in the Romanian grade system according to the Erasmus equivalence grid used at the FSPUB.

B. Linguistic proficiency can be evaluated by three methods, as applicable:

a) By computing the average of the results obtained for the English language in all the semesters when the candidate studied this discipline.

or

b) By an international certificate of linguistic competence of either the C1 or C2 level, the equivalent grade being considered 10.

or

c) The linguistic proficiency of those whose high school training consisted of classes taught entirely in English (either in Romania or abroad) is considered equivalent with a grade of 10.

The final grade of each candidate (determining – along with their order of preference – their ranking for the selection process) is computed as the arithmetic average between A and B.

If the final grade of the last candidate admitted for a place financed from the state budget is smaller than the average obtained by the candidate in our example and such places are still available, a separate list will be drawn. Sciences politiques – la filière en français

The candidates are selected according to the average between the general results obtained in high school (A) and their degree of proficiency in the French language (B).

REGISRATION FOR THE ADMISSION PROCEDURE

Registrations for the admission contest to the B.A. cycle are received at the Faculty of Political Science of the University of Bucharest, at the registrar’s office (secretariat): Facultatea de Științe Politice a Universității din București, strada Sfântul Ștefan, nr. 24, sector 2, București.

Documents needed for registration

1. The registration form for the section of the candidate’s choice (Științe Politice în limba română, Political Sciences in English, Sciences politiques en français): the candidates must fill in their personal identification data. The form must be filled in the Romanian language, irrespective of the candidate’s first option.

The registration form must be opened with the Adobe Acrobat Reader software programme, which is available online free of charge.

 

After having filled in the application form, the candidate must take the following steps, by clicking the buttons represented at the bottom of the application form:

STEP 1. Clicking this button generates an .xml file that must reach the registrar’s office in electronic form.

REMARK: Attaching the file as .pdf document (which is what you will obtain by clicking the SAVE button from the FILE menu) is not sufficient!

The button reads “Send as e-mail attachment”, but it only completes the operation assuming that you are using your personal computer and have configured your Outlook client for your personal e-mail address, in order to attach and send the registration form in .xml format to the FSPUB address.

If the Outlook client is not configured in your name, after clicking the button and saving (and duly renaming) the .xml file at a location from which you can later retrieve it, you must open a separate browser page, log in to your e-mail provider, compose a new message addressed to fspub@fspub.ro and attach the .xml file.

 

STEP 2. This step requires having a printer connected to the computer you are using to fill in the application form. After completing STEP 1 (including the sending of the .xml file), you can save the document in .pdf format (i.e., from the FILE menu) and use a memory stick to print it elsewhere at a later time.

REMARK: Both the sending of the .xml attachment and the enclosing of the hard copy of your application form with the rest of the diplomas are compulsory.

 

2. The ORIGINAL Baccalaureate diploma or the ORIGINAL the provisional certificate to attest the candidate’s success in the Baccalaureate exam

3. The ORIGINAL transcript of records for all the high school years / semesters, as attached to the Baccalaureate Diploma

REMARK: Those candidates who are already students, those who have been students once but did not finalize their studies and the candidates holding a B.A. degree must attach, next to the ORIGINAL high school transcript of records and Baccalaureate diploma, the academic transcripts of records for the semesters that they graduated as university students, a certificate from the institution of higher education they attend / have attended, attesting the type of financing for the studies that have been completed to date, and, as applicable, the period when they have been the recipients of a scholarship. The candidates who hold a B.A. diploma will also annex the ORIGINAL B.A. diploma or the ORIGINAL provisional certificate.

4. A certificate of linguistic proficiency (as applicable);

4. A certified copy of the candidate’s birth certificate;

5. A copy of the identification card;

6. A medical certificate;

7. Three recent photos;

8. The receipt or other proof of payment for a 150 lei fee – paid in full at the Faculty headquarters.

REMARK: The candidates whose parents or legal guardians are (a) members of the teaching staff; (b) employees of the University of Bucharest or (c) orphans of both parents or come from family placement centres are exempt from the payment of the registration fee. The exemptions are granted individually, based on a request addressed, upon presentation of the admission folder, to the dean of the Faculty of Political Sciences, and accompanied by supporting documents (certificate issued by the employer attesting the position held, certificate from the family placement centre or copies of the death certificates). The requests will be answered with utmost celerity.

These candidates are eligible for a single exemption at the University of Bucharest.

REMARK: In the event that the registration fee is not used during the admission process, it will not be returned.


REGISTRATION PROCEDURE FOR THE BEGINNING OF THE ACADEMIC YEAR

1. The candidates who are admitted for places that are financed from the state budget for education must submit requests for registration between the 23rd and the 27th of July 2010.

The request for registration must be accompanied by the ORIGINAL BACCALAUREATE DIPLOMA.

The candidates who do not submit this request automatically renounce the place they have obtained in the admission contest; in this case, on the 27th of July 2010, the list of the remaining places financed from the state budget will be posted at the department headquarters and on the www.fspub.ro website. The available places will be filled, in the order of preferences expressed by the candidates and in the decreasing order of the candidates’ final grades. The final list will be published on the 29th-30th of July 2010, and the candidates whose names appear on it must submit their requests for registration to claim their place on the 31st of July 2010.

Further announcements regarding places financed from the state budget or education that remain available and the submission o requests for registration by the first candidates who had initially been placed on the list of places pending payment of a tuition fee will be made between the 23rd and the 27th of July 2010.

2. The candidates who had been admitted pending the payment of a tuition fee must submit their requests for registration between the 1st and the 3rd of September 2010, the request being accompanied by a proof of payment for an instalment of at least 500 lei from the tuition fee for the first academic year.

The payment will be made at the cashier’s office of the Rectorate (Chancellery) of the University of Bucharest: Bd. M. Kogălniceanu no. 36-46, sector 5 (Faculty of Law) and cannot be reimbursed. The candidates who d not fulfil this condition automatically renounce the place they have obtained in the admission contest.

3. On the 8th of September 2010, the admitted candidates who have submitted requests for registration, irrespective of the type of financing, will be registered as students of the University of Bucharest; consequently, they become subject to the norms and statutes that apply to the activity of all the students of the University of Bucharest.

The lists of candidates will be accompanied by a waiting list for the places that are subject to the payment of a tuition fee, published on the 27th of July 2010. This list will include the candidates who may be admitted between the 9th and the 14th of September 2010, in case that some of the candidates admitted on the places that are subject to the payment of tuition fees do not submit a request for registration between the 1st and the 3rd of September 2010. The candidates off the waiting list who will benefit of the availability of places will follow the steps described at point [2] above, between the 9th and the 14th of September.
